This course of instruction consists of both classroom instruction and problem solving exercises. This course has been developed to further prepare the command officers to prepare for and respond to high risk incidents such as barricaded gunmen with hostages, airplane hijackings, weapons of mass destruction scenarios, etc. perpetrated by politically/religiously motivated terrorists. This course focuses on the actions and behaviors of the command staff and other personnel who will be operating in the forward Command Post during such incidents. The Forward Command Post is a necessary component between the Crisis Center and the operational personnel closing with and neutralizing the threat. The students will be given a High Risk Response Model that can be modified for their particular situations. They will learn the strategies that are currently used to manage such high-risk incidents. They will learn about the staffing and organization of a Crisis Response Team. They will learn the duties and responsibilities of each component and how the Crisis Management Team interfaces between the Command Center and Crisis Response Team. They will learn how a Forward Command Post is setup and functions during such a crisis. They will learn how to interact and coordinate their assets with those of the federal government. At the end of this course of instruction the students will have become more proficient in Crisis Management enabling the students to resolve various crisis situations with favorable results to the police agencies and citizens. A series of table top exercises will be conducted throughout the course for the participants to practice what they have learned.
Candidate Requirements:
A candidate for this course must be a sworn police officer in good standing in his department, a military soldier or some other official government agent recommended for the course by his government. The candidate should either be a commander the rank of Captain or above or someone who will fill one of the roles inside the Forward Command Post during an operation. Personnel assigned to the Training Division and other specialty units will also benefit from this course.
