This course of instruction consists of classroom instruction, range training and field exercises. This course has been developed to prepare the students for the tasks associated with conducting hostage rescue operations when politically or religiously motivated terrorists are holding large numbers of hostages and threatening their lives against police intervention. The course will focus on schools, buses, and other high-occupancy areas. These are the most difficult and dangerous of all CT operations to resolve and require the maximum in readiness and equipment. The students will learn the importance of the individual and team skills as they relate to the operation. They will learn how to effectively employ “trailer teams” during the “clearing” of a building. They will learn the various tactical advantages associated with operating as 4-man fighting teams during such interventions. They will learn the importance of precise marksmanship and the ability to intervene into the target location from a variety of entry points simultaneously. They will practice the individual and team skills until everyone on the team are able to function as a single entity. They will learn how to improvise plans according to the situation as it unfolds. They will learn how to plan and execute multiple simultaneous entries into a stronghold. They will learn how to insert and extract using helicopters. They will learn how to employ explosives in breaching fortified locations. They will learn how to function in a variety of low-light conditions. They will learn how to establish effective hostage holding areas during rescue operations. At the end of this course of instruction the students will have become very effective operators who can operate under any conditions and be ready to effectively respond to terrorist hostage situations.

Candidate Requirements:

A candidate for this course should be a sworn police officer in good standing in his department, a military soldier or some other official government agent recommended for the course. The candidate must be in good health and possess the proper learning attitude. The candidate must have completed the Basic and Tactical Marksmanship Training Courses or a similar one to those listed above. They should possess strength of body, mind and character and be a willing learner. They should be a team player and not an individualist.
